the story of nukuro is the tale of legend. this magnificent pokémon is said to have risen from the ashes of the once decimated thirteenth district, with a radioactive glow. most pankasu citizens are led to believe that all of the thirteenth had been destroyed by capitol bombs. this is far from the truth, as the district instead moved into an elaborate underground bunker system, leaving the ground to smolder in the wreckage. because of the high levels of radioactivity and other waste from war, nukuro is one of the few pokémon who can tolerate the ground without getting severely poisoned or burned. for those who wish to catch a nukuro of their own are in for a formidable challenge as this pokémon does not take easily to the confines of a pokémon, far preferring to strut along its trainer as an equal.

design breakdown

in the hunger games district thirteen was believed to have been bombed by the capitol during the rebellion. however, they had since moved underground and began developing nuclear power and weapons. this is where i got the inspiration to do a radioactive pokémon that combined both the poison and fire typing. district thirteen resides in modern day, new england, so i used the snowy owl, a popular owl seen in the area, as inspiration. i used the fluffy eyebrows that owls naturally have to create a more menacing scowl. then i used a radioative misty-wave of sort on the breast of the pokemon that then frames the face. for the shiny variant, i used district 13's second export, graphite, to influence the darker greys and black coloration.
